Statutes of Laboratory Science Research Center
In order to improve the scientific level of medical education centers and strengthen research motivation, Laboratory Science Research Center was established on 2/27/1390, and on 11/18/1390, it succeeded in obtaining internal approval from the university. In this regard, the current statute was prepared based on the goals of this center and was approved by the Research Council of Golestan University of Medical Sciences and Health Services.
Article 1- Objectives
1- Using current knowledge in the field of laboratory science research
2- Conducting basic, epidemiological and clinical researches in the fields of laboratory sciences in order to respond to the health and treatment needs of the region and the country.
3- Collecting, organizing and classifying documents, articles and documents related to laboratory sciences in the region and if necessary, publishing them according to the rules and regulations of publishing scientific articles.
4- Human resource training in the field of research
5- Encouraging, encouraging and applying the knowledge and experience of medical thinkers and scholars in the field of laboratory sciences
6- Efforts to attract attention and cooperation with other research, educational and executive centers of the country regarding related research projects
7- Scientific cooperation with research and educational centers of other countries and international organizations in compliance with the laws and regulations of the government of the Islamic Republic of Iran
Article 2- The pillars of the center
A- Supreme Council of Laboratory Science Research Center of Golestan Province
B- Head of Laboratory Science Research Center of Golestan Province
Article 3- Members of the Supreme Council of Laboratory Science Research Center of Golestan Province
1- The president of Golestan University of Medical Sciences and Health Services as the head of the Supreme Council of the center
2- Research assistant of Golestan University of Medical Sciences and Health Services
3- Vice President of Health Affairs of Golestan University of Medical Sciences and Health Services
4- Head of Laboratory Science Research Center of Golestan Province as the Secretary of the Supreme Council of the Center
5- Three faculty members of Golestan University of Medical Sciences and Health Services
Note 1- The members of paragraph 5 of article 3 are appointed by the proposal of the head of the center and approved by the university president for 4 years, they must meet the following conditions:
- Having the minimum academic rank of assistant professor
- Conducting at least 2 research projects related to the center's field of activity
- Publication of at least 2 articles in prestigious journals in the last 5 years
Article 4- Duties of the Supreme Council of Laboratory Science Research Center of Golestan Province
1- Approving the policy of the center's research programs and monitoring it
2- Approving and monitoring joint projects of cooperation with other domestic and foreign universities and research educational institutions and international organizations in accordance with the relevant regulations and rules.
3- Reviewing and approving the annual report of the center's activities
4- Reviewing and approving the center's annual budget within the limits of the allocated credits and in compliance with the legal requirements
5- Approving the instructions related to the internal affairs of the Supreme Council and the executive instructions of the research center
6- Proposal to approve the structure of the organization and organization of the center
Note 2- The approvals of the Supreme Council of the Center will be based on the policies and guidelines and coordination with the Ministry of Health, Treatment and Medical Education.
Article 5- Election of the head of Golestan Province Laboratory Science Research Center
The head of the center is appointed to this post every four years by the proposal of the Supreme Council of the center and the decision of the President of the University of Medical Sciences .
Note 3- The re-election of the head of the center as the head of the center for consecutive periods is unimpeded.
Note 4- The selection of the head of the center in the first term of the establishment of the center is based on the proposal of the research vice president of the university and the notification of the university president, but in the following terms, his election at the end of each four-year period will be based on the proposal of the supreme council of the center and the decision of the university president.
Article 6- Duties of the Head of Laboratory Science Research Center of Golestan Province
The head of the center is the highest executive authority of the center and within the limits of the legal regulations and approvals of the Supreme Council, he acts for the implementation of assigned duties and affairs. He will be the head of the research council and responsible for supervising all scientific research and administrative financial activities of the center.
Article 7: Members of the research council of the center
a) The head of the center as the head of the research council
b) Research assistant of the center as the secretary of the research council
c) Five members of the faculty of the center or researchers who cooperate with that center.
Note 5- The research assistant of the center is elected by the head of the center for 4 years and will be responsible for coordinating and supervising research affairs and research departments .
Note 6- The research assistant of the center must have the following conditions:
- At least a professional doctorate in laboratory science or a specialized doctorate in one of the fields related to laboratory science
- Participation in the implementation of at least 2 research projects
- Publication of at least 2 articles in prestigious journals in the last 5 years
Note 7- The members of the research council of the center are selected in such a way that they cover different research fields of the center.
Note 8- The condition for membership in the research council of the center is to have a history of research activity for at least 2 years, participate in the implementation of at least one research project and publish at least 1 article in reputable journals.
Note 9- The membership of statistics or epidemiology experts in the research council of the center is not mandatory, and according to the necessity or the discretion of the research assistant of the center, they are invited to participate in the meetings.
Note 10- The decision of the members of the research council will be for 4 years upon the proposal of the head of the center and the approval of the majority of the members of the supreme council of the center.
Article 8- Responsibilities of the Research Council
The members of the research council of the center are responsible for planning and determining the research policies of the center, and reviewing the proposals and their final approval are other duties of this council. Also, this council can be responsible for following up the implementation of the plans by selecting a supervisor for each plan after approving the proposed plans through the research and technology vice-chancellor of the university.
Article 9- The members of the center
The members of the center and their expertise will be as follows:
A) Continuous members: faculty members and full-time experts of the center including:
head of the center
Research assistant of the center
Full-time faculty members
Full time research experts
b) Associated members:
Faculty members of other universities of medical sciences or other universities and institutions of higher education who are associated with the center due to the implementation of research projects.
Article 10- Activities of the center
According to the general goals of this center, the activities of Golestan Laboratory Science Research Center are divided into two main parts:
1- Research activities
2- Educational activities
Note 11- Due to the breadth of laboratory sciences and also the limitation in assigning expert staff to each of the sciences, the research activities of this center will be carried out in the following three research groups:
1- Epidemiological research group
2- Basic research group
3- Clinical research group
Educational activities are summarized in the following three major axes:
1- Cooperation in the continuous education of the medical community
2- Cooperation in education and training of medical and paramedical students
3- Cooperation in the education of community patients
4- Creating a suitable platform for holding study opportunity courses in the laboratory science research center of Golestan province
Article 11- Financial resources of the center
A) Revenues from the services of the center according to legal regulations
b) Assistance and gifts of natural and legal persons
c) Government credits in case of allocation
d) non-governmental and international credits in the form of approved plans
Note 12- Until the final approval of the center, the allocation of the annual budget of the center through the credits of the Golestan University of Medical Sciences and Health Services and with the support of the Vice President of Research and Technology of the Ministry of Health, Treatment and Medical Education, without considering the amount of the center's income from external sources and providing medical services.
Note 13- The budget approval of the proposed projects up to 50 million Rials has been done in the research council of the research center, and projects over 50 million Rials until the official approval of the center by the Vice President of Research and Technology of the Ministry of Health, Treatment and Medical Education, for review and Funding is referred to the University Research Council.
