Acquisition of knowledge and honoring students are among emphasized issues in Islamic community. Cultural management of university, with respect to aforementioned belief, tries to create a safe and quiet environment for students, and implement this task in the best way.

Management introduction and its main functions:
Cultural affairs management is one of the subunits of cultural affairs of Golestan University that acts in different areas like: nutrition, paying various facilities, transportation services, nutrition card issuing and etc.

 The most important tasks are as followings:
Providing, cooking and distributing food (breakfast, lunch, dinner) based on hygienic principles and quantity and quality aspects like: protein, carbohydrate, fat, vitamin that are needed.

Loans and facilities' payments to applicants such as, education loans, housing loans, essential, marriage, housing deposits for married students, tuition allowance for martyr students, tuition loan for night course as well as complementary education students.
NHS  loans, financial assistance grants to students suffered from  particular natural disasters and diseases, personal accident insurance for all students in general or complementary education levels as well as  gathering financial help for talent and poor students (through Alavi foundation)

Providing transportation services for native and non-native students who are living in dormitories

Constructing and equipping library and reading room for each dormitory

In order to fulfill e-government program, smart nutrition cards were issued for all the students from October 2009 and since then needed cards were issued annually.
